As of this weekend (02/16/08), any CCI account that has not been logged into and/or has 0 submissions, will be reduced to a "Visitors" rank. All current CCI members who wish to avoid reduction of their rank should log in and make a submission in the Still-active Accounts topic.

This topic will be locked after 12 am EST on Saturday morning.

Yes, you should have access to the developer section here, and can post banners and products, as well as ask for help with anything you might need. Not sure about links, but maybe start with the Still-active Accounts topic
